Many cities have a “mother river” that bears the needs of urban residents for drinking water, agricultural irrigation and industrial development. For a long time, rivers have fed cities, but cities have not fed rivers back. On the contrary, the development and expansion of cities often brings pollution, encroachment of river channels and decline of ecological resources, resulting in frequent occurrence of problems such as soil erosion, rain and flood disasters and water resource crises.<\/p>\n

\u8fd1\u5e74\u6765\uff0c\u968f\u7740\u73af\u4fdd\u7406\u5ff5\u6df1\u5165\u4eba\u5fc3\uff0c\u57ce\u5e02\u4e0e\u6cb3\u6d41\u7684\u77db\u76fe\u9010\u6b65\u5f97\u5230\u7f13\u89e3\u3002\u51b3\u7b56\u8005\u4e5f\u8d8a\u53d1\u91cd\u89c6\u5bf9\u6cb3\u6d41\u7684\u4fdd\u62a4\uff0c\u5c06\u539f\u672c\u5c5e\u4e8e\u6cb3\u6d41\u7684\u7a7a\u95f4\u9000\u8ba9\u51fa\u6765\uff0c\u8fd8\u4e0e\u81ea\u7136\uff0c\u8fd8\u4e0e\u5e02\u6c11\u3002\u672c\u9879\u76ee\u4fbf\u662f\u4e00\u4e2a\u5178\u578b\u7684\u6848\u4f8b\u3002<\/p>\n

In recent years, with the popularization of the concept of environmental protection, the contradiction between the city and the river has been gradually eased. Policy makers are also paying more and more attention to the protection of rivers, relinquishing the space that originally belonged to the river, and returning it to nature and citizens. This project is a typical case.<\/p>\n

 <\/p>\n

\u9879\u76ee\u6982\u51b5 Project Overview<\/strong><\/p>\n

\u57fa\u5730\u4f4d\u4e8e\u5b9c\u660c\u5e02\u5937\u9675\u533a\u9ec4\u67cf\u6cb3\u6cbf\u7ebf\uff0c\u5206\u4e3a\u4e24\u6bb5\uff0c\u5206\u522b\u4f4d\u4e8e\u4e0b\u576a\u6751\u548c\u8521\u5bb6\u6cb3\u6751\u9644\u8fd1\u6cb3\u6ee9\uff0c\u603b\u9762\u79ef\u7ea6154\u516c\u9877\uff0c\u5176\u4e2d\u6c34\u57df\u9762\u79ef\u7ea635\u516c\u9877\u3002\u5176\u7d27\u90bb\u7684\u5357\u8521\u4e0b\u7247\u533a\u662f\u672a\u6765\u5b9c\u660c\u57ce\u5e02\u5411\u5317\u62d3\u5c55\u7684\u6838\u5fc3\uff0c\u57ce\u5e02\u4e0e\u6cb3\u6d41\u5173\u7cfb\u5bc6\u5207\u3002<\/p>\n

The project is located along the Huangbai River in Yiling District, Yichang City. It is divided into two sections, located in Xiaping Village and Caijiahe Village, with a total area of \u200b\u200babout 154 hectares, of which the water area is about 35 hectares. The adjacent Nancaixia area is the core of the future northward expansion of Yichang city, and the city is closely related to the river.<\/p>\n

\u9ec4\u67cf\u6cb3\u662f\u957f\u6c5f\u4e00\u7ea7\u652f\u6d41\uff0c\u6cb3\u6d41\u5168\u957f162km\uff0c\u4e0b\u6e38\u6bb5\u6d41\u7ecf\u5b9c\u660c\u5e02\u533a\uff0c\u627f\u62c5\u7740\u4e3a\u5b9c\u660c\u57ce\u533a\u53ca\u5b9c\u4e1c\u5730\u533a200\u4e07\u4eba\u53e3\u548c100\u4e07\u4ea9\u519c\u7530\u4f9b\u6c34\u7684\u91cd\u4efb\uff0c\u4f9b\u6c34\u533a\u57df\u5185\u7ecf\u6d4e\u603b\u91cf\u7ea6\u5360\u5168\u5e02\u768480%\uff0c\u88ab\u8a89\u4e3a\u5b9c\u660c\u7684\u201c\u6bcd\u4eb2\u6cb3\u201d\u3002\u9ec4\u67cf\u6cb3\u6cb3\u9053\u5e73\u5747\u5761\u5ea63.76 \u2030\uff0c\u4e24\u5cb8\u5c71\u52bf\u9661\u5ced\uff0c\u5c5e\u4e8e\u5178\u578b\u7684\u5c71\u6eaa\u578b\u6cb3\u6d41\u3002\u4e0e\u5e73\u539f\u578b\u6cb3\u6d41\u4e0d\u540c\uff0c\u524d\u8005\u5b63\u8282\u6027\u7279\u5f81\u660e\u663e\uff0c\u6c5b\u671f\u77ed\u65f6\u95f4\u5185\u53ef\u6c47\u96c6\u5927\u91cf\u5730\u8868\u5f84\u6d41\uff0c\u4e14\u6d41\u901f\u5927\uff0c\u631f\u6c99\u80fd\u529b\u548c\u51b2\u5237\u80fd\u529b\u5f88\u5f3a\uff1b\u800c\u5728\u65f1\u5b63\uff0c\u5219\u6c34\u91cf\u9aa4\u51cf\uff0c\u90e8\u5206\u6cb3\u5e8a\u88f8\u9732\u3002<\/p>\n

The Huangbai River is a first-class tributary of the Yangtze River, with a total length of 162km. The downstream section flows through the urban area of \u200b\u200bYichang. It undertakes the important task of supplying water to 2 million people and 1 million mu of farmland in the urban area of \u200b\u200bYichang and Yidong. The total economic volume in the water supply area accounts for about 80% of the city is known as the “Mother River” of Yichang. The average slope of the Huangbai River is 3.76 \u2030, and the mountains on both sides are steep, which is a typical mountain stream type river. Different from plain rivers, the former has obvious seasonal characteristics. In the flood season, a large amount of surface runoff can be collected in a short period of time, and the flow rate is large, and the sand carrying capacity and scouring capacity are strong; in the dry season, the water volume decreases sharply, and part of the riverbed is exposed.<\/p>\n

\u9879\u76ee\u533a\u57df\u662f\u9ec4\u67cf\u6cb3\u6d41\u7ecf\u5b9c\u660c\u5e02\u533a\u8303\u56f4\u4ec5\u6709\u7684\u4e24\u6bb5\u6cb3\u6d41\u6f2b\u6ee9\u6e7f\u5730\uff0c\u6cb3\u9053\u5728\u6b64\u9661\u7136\u53d8\u5bbd\uff0c\u627f\u62c5\u7740\u8c03\u84c4\u96e8\u6d2a\u3001\u4e3a\u751f\u7269\u63d0\u4f9b\u6816\u606f\u5730\u7b49\u91cd\u8981\u4f5c\u7528\u3002\u6e7f\u5730\u73b0\u72b6\u4fdd\u7559\u7740\u8f83\u4e3a\u539f\u59cb\u7684\u81ea\u7136\u57fa\u5e95\uff0c\u5b58\u5728\u5927\u9762\u79ef\u7684\u6ee9\u6d82\u3001\u6c60\u5858\uff0c\u90e8\u5206\u533a\u57df\u6709\u6210\u7247\u81ea\u7136\u6797\u6728\u957f\u52bf\u8f83\u597d\uff0c\u4f46\u56e0\u5386\u53f2\u539f\u56e0\uff0c\u573a\u5730\u5185\u9057\u7559\u4e86\u5927\u91cf\u7684\u91c7\u77f3\u6316\u6c99\u9057\u8ff9\uff0c\u5751\u5858\u5bc6\u5e03\uff0c\u571f\u77f3\u88f8\u9732\uff0c\u81ea\u7136\u690d\u88ab\u906d\u5230\u7834\u574f\uff0c\u4e14\u5b58\u5728\u5927\u91cf\u5de5\u68da\u3001\u5e9f\u5f03\u5382\u623f\u3001\u83dc\u5730\u7b49\u4eba\u5de5\u8bbe\u65bd\uff0c\u5bf9\u81ea\u7136\u98ce\u8c8c\u548c\u751f\u6001\u4ef7\u503c\u5e26\u6765\u5f88\u5927\u8d1f\u9762\u5f71\u54cd\u3002<\/p>\n

The project area is the only two floodplain wetlands of the Huangbai River passing through the urban area of \u200b\u200bYichang, where the river suddenly widens and plays an important role in regulating stormwater and providing habitats for living things. The status quo of the wetland retains a relatively primitive natural base, with large areas of tidal flats and ponds, and some natural forests grow well in some areas. The soil and rocks are exposed, the natural vegetation is destroyed, and there are a large number of artificial facilities such as sheds, abandoned factories, vegetable fields, etc., which have a great negative impact on the natural style and ecological value.<\/p>\n

\u9879\u76ee\u4ece\u672c\u8d28\u4e0a\u662f\u4e00\u4e2a\u751f\u6001\u4fee\u590d\u5de5\u7a0b\uff0c\u5176\u9996\u8981\u76ee\u7684\u662f\u4fdd\u62a4\u5e76\u4fee\u590d\u9ec4\u67cf\u6cb3\u6d41\u7ecf\u5b9c\u660c\u5e02\u533a\u8303\u56f4\u5185\u7684\u6cb3\u6ee9\u6e7f\u5730\uff0c\u4f7f\u5176\u66f4\u597d\u7684\u53d1\u6325\u751f\u6001\u529f\u80fd\u3002\u56e0\u6b64\u5728\u8bbe\u8ba1\u4e4b\u521d\uff0c\u5373\u660e\u786e\u4e86\u5c06\u751f\u6001\u4fee\u590d\u653e\u5728\u7b2c\u4e00\u4f4d\uff0c\u201c\u516c\u56ed\u201d\u5c5e\u6027\u653e\u5728\u7b2c\u4e8c\u4f4d\u7684\u539f\u5219\u3002\u5373\u51cf\u5c11\u5bf9\u6e7f\u5730\u7684\u4eba\u4e3a\u7834\u574f\u5e72\u6270\uff0c\u6062\u590d\u690d\u88ab\uff0c\u8425\u9020\u9002\u5b9c\u5404\u7c7b\u6e7f\u5730\u751f\u7269\u7279\u522b\u662f\u9e1f\u7c7b\u7684\u751f\u5883\uff0c\u4f7f\u5176\u80fd\u591f\u5728\u6b64\u751f\u606f\u7e41\u884d\u3002\u5176\u6b21\u624d\u662f\u4eba\u7684\u9700\u6c42\uff0c\u5373\u5728\u6b64\u57fa\u7840\u4e0a\u589e\u52a0\u516c\u56ed\u8bbe\u65bd\uff0c\u6ee1\u8db3\u5e02\u6c11\u6d3b\u52a8\u9700\u8981\u3002<\/p>\n

The project is essentially an ecological restoration project, and its primary purpose is to protect and restore the floodplain wetlands of the Huangbai River flowing through the urban area of Yichang, so that it can better play its ecological function. Therefore, at the beginning of the design, the principle of putting ecological restoration first and “park” attributes second. That is to reduce the human damage and disturbance to the wetland, restore the vegetation, and create a suitable habitat for all kinds of wetland organisms, especially birds, so that they can live and reproduce here. The second is the needs of people, that is, to increase park facilities on this basis to meet the needs of public activities.<\/p>\n

\u6700\u5c0f\u5e72\u9884\u7b56\u7565\uff0c\u5bf9\u81ea\u7136\u800c\u8a00\uff0c\u662f\u6307\u5c3d\u91cf\u4e0d\u5e72\u6270\u6e7f\u5730\u539f\u751f\u533a\u57df\u98ce\u8c8c\uff0c\u5982\u6e7f\u5730\u5185\u73b0\u72b6\u539f\u751f\u4e54\u6728\u5c3d\u53ef\u80fd\u4fdd\u7559\uff0c\u5982\u4e0e\u8bbe\u8ba1\u4ea7\u751f\u51b2\u7a81\u4f18\u5148\u8c03\u6574\u8bbe\u8ba1\u7b49\u3002\u5bf9\u4eba\u800c\u8a00\uff0c\u662f\u6307\u5e94\u5212\u5b9a\u4eba\u4e3a\u6d3b\u52a8\u7684\u8fb9\u754c\uff0c\u540c\u65f6\u4fee\u590d\u5df2\u906d\u7834\u574f\u7684\u6e7f\u5730\u98ce\u8c8c\u3002<\/p>\n

The minimal intervention strategy, for nature, refers to not disturbing the original area of the wetland as much as possible, such as retaining the existing native trees in the wetland as much as possible, and prioritizing the design if there is a conflict with the design. For people, it means that the boundaries of human activities should be demarcated, and the damaged wetlands should be restored.<\/p>\n

Huangbai River is a mountain stream type river with huge water level difference between flood season and dry season, and the design range is located in the river channel delineated by the water conservancy department. Therefore, the rain and flood factor is the first consideration in the design. It is necessary to fully understand which areas may be submerged during the flood season and which are relatively safe, so as to provide a basis for the overall design and the layout of landscape facilities.<\/p>\n

\u4f9d\u636e\u6c34\u5229\u90e8\u95e8\u6240\u6d4b\u5f97\u7684\u5404\u76d1\u6d4b\u70b9\u6c34\u6587\u8d44\u6599\uff0c\u7efc\u5408\u73b0\u72b6\u6d4b\u7ed8\u5730\u5f62\u56fe\u7684\u6807\u9ad8\u6570\u636e\uff0c\u53ef\u4ee5\u5212\u51fa5\u5e74\u4e00\u9047\u300110\u5e74\u4e00\u9047\u300120\u5e74\u4e00\u9047\u548c50\u5e74\u4e00\u9047\u7684\u6d2a\u6c34\u4f4d\u6df9\u6ca1\u8303\u56f4\u3002\u8bbe\u8ba1\u6807\u9ad8\u867d\u8f83\u73b0\u72b6\u5730\u5f62\u6709\u6240\u8c03\u6574\uff0c\u4f46\u603b\u4f53\u5f71\u54cd\u4e0d\u5927\uff0c\u540e\u7eed\u5404\u9879\u5206\u6790\u5e03\u5c40\u5747\u5efa\u7acb\u5728\u6b64\u57fa\u7840\u4e0a\u3002<\/p>\n

According to the hydrological data of each monitoring point measured by the water conservancy department, and the elevation data of the current surveying and mapping topographic map, the flood level inundation range of once in 5 years, once in 10 years, once in 20 years and once in 50 years can be delineated. Although the design elevation has been adjusted compared with the current topography, the overall impact is not large, and the subsequent analysis and layout are based on this basis.<\/p>\n

After the project was launched, it has been included in the third batch of national pilot projects for ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasses, and has successively become a demonstration project of ecological protection and restoration in Yichang City and Hubei Province. After the completion of the project, it has quickly become an important place for Yichang citizens to enjoy leisure outings, fitness entertainment and popular science awareness. You can hear the water gurgling, see fish swimming at the bottom of the pond, children playing in the forest, and egrets flying overhead. It is also the original intention of the design of this project.<\/p>\n
