The design team adopted the strategies of “light design, high participation, and sustainability” to transform an idle 8,400-square-meter corner land into a vibrant community garden farm, exploring a micro-scale experiment for innovative governance in the super-large urban residential area.<\/p>\n

Project Background: Awakening Land in Urban Renewal<\/p>\n

At Huojiaying Community, Huoying Subdistrict, Changping District, Beijing, an 8,400-square-meter vacant corner lot is undergoing a remarkable transformation. Situated in southern Changping and the core of the Huilongguan-Tiantongyuan (Huitian) Area, it is a typical resettlement community transformed from an original village.
\nThe community covers an area of 157,762 square meters (the original “10,000 square meters” is a typo). It includes 4 residential buildings and 3 commercial buildings, accommodating 1,398 households with around 4,300 permanent residents, more than two-thirds of whom are migrant residents. The community is a benchmark village-to-urban resettlement neighborhood across the Huitian Area. Non-Beijing registered migrants make up 76.9% of the total population, while local Beijing registered residents account for only 23.1%, resulting in a population imbalance ratio of 3.3:1.
\nFrom the perspective of age composition, young and middle-aged residents aged 18 to 39 constitute the absolute main group. Meanwhile, seniors aged 60 and above account for over 13% of the population, bringing simultaneous pressures of aging and advanced aging. The community has 7 eighteen-story buildings with 23 units in total, and 874 registered volunteers.
\nAs an integral part of Beijing\u2019s Huitian Plan \u2014 the Action Plan for the Upgrading and Development of Huilongguan and Tiantongyuan Areas, this land shoulders the expectation of innovative governance for mega residential communities.<\/p>\n

Huoying Subdistrict, where Huojiaying Community sits, covers a total area of about 4.37 square kilometers, governing 20 communities and one administrative village with a permanent population of 93,500. It features a concentrated young workforce, high population density, and prominent work-residence commuting characteristics. The community suffers typical drawbacks of suburban bedroom towns: insufficient public space, inadequate supporting facilities, and weak residents\u2019 sense of belonging. Although a municipal park lies to the east, residents lack engagement and participation, failing to satisfy diverse groups\u2019 social and emotional demands.<\/p>\n

The idle plot in the southeast of the community features mixed farmland and woodland, adjacent to West Aobei Park Road with convenient public transport, separated from the core residential zone only by a road. The core challenge for community administrators is to revitalize the site through landscape planning and design without altering its land-use classification.<\/p>\n

Demand-Oriented Development: From Top-Down Governance to Symbiotic Co-Construction<\/p>\n

Faced with a complex community ecosystem, the design and operation team adopted a demand-driven operational scenario methodology consisting of four phases.
\nPhase 1: Establish a fundamental demand database through interviews with community administrators, operators and potential users, alongside on-site data research.
\nPhase 2: Compile a research report via data analysis of resident demands, community consumption and investment costs.
\nPhase 3: Develop usage scenarios, landscape and architectural planning, operation strategies and a community farm construction blueprint.
\nPhase 4: Complete construction, launch daily operations and conduct iterative adjustments to build a community stakeholder community of shared interests.
\nData analysis unveils the authentic profile of the community. User demographic characteristics indicate that migrant residents account for over 70% of the total population, dominated by young renters. Most residents are single young people or white-collar couples sharing apartments, featuring short rental terms and weak neighborhood interaction. The population is mainly composed of office workers with regular daily schedules; few people stay in the community during daytime, and residents concentrate their leisure activities in evenings and weekends. Renters vastly outnumber original local villagers, and young office workers set the community\u2019s activity rhythm.
\nDemands vary sharply among different groups: the elderly prioritize elderly care and convenient daily services, young residents focus on commuting-supporting amenities, and families with children demand playgrounds and childcare facilities.<\/p>\n

An analysis of commercial facilities within a one-kilometer radius shows that daily life services take up 38.34%, retail 20%, catering 10%, education 18.33%, medical care 8.33%, while leisure and entertainment facilities merely account for 5%. This creates a stark contradiction between young residents\u2019 strong consumption demand and insufficient supply of recreational venues.
\nThe lack of children\u2019s activity zones, inadequate outdoor leisure spaces for seniors, and the absence of exclusive spaces for teenagers constitute core pain points that the design must address.<\/p>\n

Operators pursue stable revenue and low maintenance costs; event planners emphasize agricultural science popularization and comprehensive utilization of public space; community administrators aim to reduce operational burdens and foster harmonious neighborhood relations; residents long for outdoor parent-child venues and preservation of villagers\u2019 rural memories. All parties converge around one core objective: a sustainable, symbiotic community garden farm.<\/p>\n

\nBased on site surveys, the design team identified existing constraints: shabby wooden gate structures, piled debris at the central zone, unregulated private crop planting, and safety hazards around ventilation outlets and underground utilities. The site is divided into roughly 100 large plots and 500 small plots ranging from 10 to 20 square meters each. Open to local community residents, neighboring citizens and social organizations, the farm delivers commercial agricultural planting experience programs. Two plot rental packages are developed to accommodate different user groups: full-cycle managed cultivation and semi-assisted cultivation, catering to both inexperienced growers and busy working residents.
\nAll planting zones are connected by a circular path network. Large rental plots are arranged along the outer ring, while the inner ring features small rental plots, a seed breeding zone, keyhole gardens, spiral gardens and pastoral healing planting areas, forming diverse immersive farm experiences.
\nShortly after opening to the public, nearly all plots were leased out, supporting planting demands of more than 210 households. Over 150 plots have been claimed and rented so far, which reflects urban dwellers\u2019 profound affection for farmland.<\/p>\n
