宁波市城建设计研究院：在宁波鄞江古老的河岸旁，一条长仅500米的老街正悄然书写着古今对话的新篇章，而这条老街，正是通向世界灌溉工程遗产、中国古代四大水利工程——它山堰的唯一通道，它山堰西路。自2023年起历经多轮推敲与打磨，于今年6月正式对外开放。如今，就让我们一同漫步鄞江，看设计团队如何在这不足1公顷的有限空间中，交出一份“世界级”的精彩答卷。

Ningbo Urban Construction Design & Research Institute Co.,Ltd.: Along the ancient riverbank of Yinjiang in Ningbo, a historic street just 500 meters long is quietly telling a new chapter of dialogue between past and present. This old street, the only pathway leading to the World Irrigation Heritage Structure and one of China s four major ancient Chinese hydraulic engineering projects – the Tuoshan Weir, is known as Tuoshan West Road. it has undergone multiple rounds of refinement since 2023 and officially opened to the public this June. Now, let’s take a stroll along the Yinjiang River to see how the design team has delivered a “world-class” masterpiece within this limited space of less than one hectare.

它山堰西路位于素有“四明首镇”的鄞江镇它山岛内，西起它山堰，东连官池墩路商贸轴，南临鄞江，全长约480米。沿途历史保护建筑林立，传统江南民居风貌保存完好，周边山水环绕，潜在的人文与自然资源极为丰厚。

Tuoshan West Road is located within Tuoshan Island in Yinjiang Town. Starting from Tuoshan Weir in the west and ending at Guanchidun Road in the east, it runs along the northern bank of the Yinjiang River with a total length of approximately 480 meters. The road is lined with historic protected buildings, and traditional Jiangnan residential architecture is well-preserved. Surrounded by mountains and waters, the area boasts exceptionally rich potential cultural and natural resources.

在上世纪三四十年代，这里曾是鄞江的商业核心，老字号商铺云集，市井喧嚣、车马络绎，一派繁荣景象。然而随着时代变迁，如今的它山堰西路更多只是居民日常出入的通道，放眼望去，多是随意停靠的车辆、退化的草坪、私自开垦的岸线滩地、脏臭的公厕以及无序穿插的生活杂物，尽管青山依旧、绿水长流，石板路仍存古意，零星商铺尚有人气，却难掩其整体的衰败本质。曾经声名显赫的老字号，多数已褪为鄞江历史陈列馆中的非物质文化遗产，静默而陌生，这对于国宝级的它山堰而言无疑是大为减分的。

In the 1930s, this street used to be the commercial hub of Yinjiang Town, with numerous time-honored shops, bustling markets, and constant streams of carriages and horses – a scene of prosperity. However, today’s Tuoshan West Road serves only as a functional route for residents’ daily commute. The surrounding area is dominated by continuously degrading green spaces, unauthorized reclaimed land, and dilapidated public facilities, barely concealing its declining nature. The once-renowned intangible cultural heritage along the old street has largely lost its former glory, which undoubtedly hampers the comprehensive revitalization of the Tuoshan Weir cultural tourism brand.

它山堰，如一位睿智的老者，低调沉稳又饱含力量。

本项目毗邻于世界灌溉工程遗产它山堰的一侧，我们始终清醒：本次老街的更新并不是与它山堰争辉，应是衬其光芒。所以从设计初始我们便紧扣“远山为屏、碧水为镜、古堰为魂”这一核心理念，克制设计感，一再摈除多余的内容与元素，将人的注意力聚焦于它山堰、山水生态与传统建筑风貌之中。此外，它山堰西路虽由于体量与区位的限制，已无法再成为鄞江的商业核心，但它却可转型为鄞江历史与民俗文化的传承者、新兴商业与人气的引流者，使老街不再只是一条孤立的“线”，而是可以把整座鄞江“折叠”进去的街区，用当代的设计与运营语言，让世界记住鄞江与它山堰。

The Tuoshan Weir stands like a wise old sage, modest and steady yet full of strength.

We believe that the renovation of the old street should not compete for glory with the Tuoshan Weir, but rather should enhance and complement its brilliance.Therefore, from the initial design stage, we tightly adhered to this core concept. By restraining our design expression and repeatedly eliminating unnecessary content and elements, the visitors’ attention is focused on the Tuoshan Weir, the natural landscape, and traditional architectural features.After the project is completed,Tuoshan West Road will transform into a carrier of Yinjiang’s history and folk culture, as well as an attractor of emerging businesses and popularity. It will no longer be just an isolated “line”, but rather an open block that can “fold” the entire Yinjiang area into it, using appropriate design and operational language to make the world remember Yinjiang Town and its Tuoshan Weir.

大道至简，经典无华

做“减法”的设计，实则比做“加法”更具挑战。我们采用“打开”与“融入”的策略，精简街道元素，将传统街道的“U型”内向空间转化为“L型”外向界面，从而开放滨河侧的观景视线。

The greatest truths are simple， classics are truly elegant.

Designing through “subtraction” is actually more challenging than “addition”. We adopt a strategy of “opening up” and “integration”, transforming the traditional street’s “U-shaped” introverted space into an “L-shaped” extroverted space by streamlining street elements, thereby opening up views towards the riverside.

在空间布局上，我们充分尊重原住民的生活习惯，在保留原有巷弄肌理与河埠头的基础上，由开放式的游览动线将基础配套设施、景观元素以及运营业态巧妙地串联，使老街在满足游憩与观景需求的同时兼顾对本地居民生活的支持，构建三方共生的良性循环—让人文底蕴为文旅与商业吸引流量，而经济活力则能成为反哺在地生活的重要源泉。

In terms of spatial layout, we fully respect the living habits of the original inhabitants. While preserving the existing alley texture and ancient quay, we ingeniously connect essential facilities, landscape elements, and operational businesses through open touring routes. This enables the old street to meet both recreational and scenic viewing needs while supporting local residents’ lives, creating a virtuous cycle effect – Let cultural heritage attracts traffic for tourism and business, while economic vitality serves as a vital source of support for local communities.

文化不是贴标签，而是“长”在材料里，“融”在场景中

在材料应用上，我们选择以梅园石、老木头、铜作为三种主材来呼应它山堰与周边建筑的风貌特色，强调在地性、耐久度与厚重感，将人文与历史嵌入每一处细节，向游客无声地传递。

Culture is not about labeling, but rather “growing” within materials and “blending” into scenes.
In terms of material application, we have selected three main materials – Meiyuan stone, reclaimed wood, and copper – to echo the characteristics of the Tuoshan Weir and its surrounding buildings.We emphasize locality, durability, and a sense of solidity, embedding culture and history into every detail.

场地内的老树被尽可能的保留，以“自然、质朴、低调”为原则，公共空间与景观家具围绕布置，强化由时间所赋予的厚重与沉淀。

The old trees in the site have been protected as much as possible, following the principles of “naturalness, simplicity, and understatement”. Public spaces and landscape furniture are arranged around these trees, enhancing the sense of place endowed by time.

文旅开发并非简单地叠加业态，而是应精准把握核心卖点，全面赋能生活、文化、旅游与商业的综合课题

本项目以民俗人文、非遗国潮、慢生活为主要的运营定位，依托它山堰与鄞江人文的吸引力，在强化现有商业的基础上，预埋覆盖全区的电力系统，并借助留白的运营空间服务于未来的商业策划，可随时承办市集、露营、音乐会等活动，汇聚人气，激活岛屿，从而带动全鄞江的区域活力。

Cultural and tourism development requires precise understanding of site characteristics to comprehensively empower cultural heritage, local life, and commercial operations.

This project adopts folk activities, intangible cultural heritage, and slow living as its main operational strategies.Relying on the attraction of the Tuoshan Weir and Yinjiang culture, pre-install an electricity system covering the entire area, and utilize the reserved operational space for future business planning. These spaces can host markets, camping, concerts and other activities at any time.The island area will be gradually activated, thereby stimulating the regional vitality of the entire Yinjiang Town.

当晨雾散去，千年古堰依然静默伫立，但我们知道，这方水土正在发生更深层的觉醒。——项目以它山堰为起点，将提升其世界影响力为目标，通过复兴乡土风貌与市井烟火来带动鄞江全域的文旅转型，让它山堰与非物质文化遗产从书本走入生活，从鄞江走向世界。

The project takes the Tuoshan Weir as its starting point, aiming to enhance its global influence.By revitalizing indigenous landscapes and neighborhood vitality to drive the cultural and tourism transformation across the entire Yinjiang area, let the Tuoshan Weir and intangible cultural heritage move from books into daily life, and from Yinjiang to the world.
