Moxon Architects:A new bridge across the River Liffey, designed by Moxon in collaboration with COWI and RPS, has been submitted for planning as part of the 3FM Project, the third and final phase of Dublin Port’s €1.1bn Masterplan 2040. The 15-year scheme aims to increase the port’s capacity by providing essential infrastructure linking the northern and southern halves of the port, responding to a growing demand for cargo and freight services between Continental Europe and Ireland.

Conceived as an integral part of the Southern Port Access Route (SPAR), Moxon and COWI’s new single-leaf bascule bridge will also form part of a 7km network of cycle and pedestrian routes for active travel across the Poolbeg Peninsula and River Liffey. The new crossing will carry port traffic, diverting it from the public road network and reducing congestion on the adjacent Tom Clarke Bridge, while providing a new landmark for the area.

The design of the innovative opening mechanism was central to the design team’s approach and guided its materiality. Supported by two reclining steel arms, a reconstituted granite counterweight is located on a pair of pivots separate from the opening deck. This creates a choreographed opening sequence as the two elements pass each other, each one shaped so that the arms of the counterweight are nested into the beams in the open and closed position. The counterweight comes into play earlier in the opening sequence than in a typical bascule bridge, due to the separation of the pivots, reducing energy use and carbon.

Together, these form a symbolic gateway to Dublin Port over the roadway and will form a graceful and contemporary addition to Dublin’s riverside cityscape. The SPAR bridge’s main leaf is aligned with the existing 30.5-m wide navigation channel, allowing ships to pass unimpeded. An additional 20.5m wide navigational channel, used by the local community, has also been maintained aligning the position of the piers with those of the nearby Tom Clarke Bridge. The V-shaped piers feature oblique facets that help to break up their mass visually and give the bridge its distinct identity. At night, lighting along the arms will emphasise the gateway effect.

Pedestrians and cyclists will be separated from the vehicle carriageway by upstand structural beams, which form part of the primary load-bearing structure. This contributes to the bridge’s slender side profile, while enhancing pedestrian and cyclist safety. The primary active travel route will be located on the eastern side of the crossing, providing an unobstructed view of the sea while the secondary route could be converted for use by Dublin’s Luas tram system in the future.

The new crossing will be the easternmost road bridge across the River Liffey and will enable rapid road transport of containers from the port to a separate rail facility in the vicinity of the North Port.

Our design solution for the opening mechanism provides a dramatic opening sequence which both helps to reduce carbon and create a new landmark for the area, transforming the seaport to provide essential links between the north and south.”

Oliver Stross, Project Director, COWI in the UK, said: “COWI is delighted to be involved with the Third and Final Masterplan (3FM) project, which will unlock significant additional capacity within Dublin Port. The SPAR bridge forms a vital component within the scheme, enabling better usage of the Port’s existing land on the Poolbeg Peninsula. By removing heavy goods vehicles from the Tom Clarke Bridge, the bridge will also bring significant benefits to the wider Dublin transport network. We used an innovative opening mechanism, which allowed the counterweight to be more effective and its size was chosen to minimise the lifetime carbon emissions for both construction and operation.”
