未名设计：2023年，自然资源部在全国15个省（市）开展低效用地再开发试点工作，逐步探索创新该项工作的政策实施路径。其中，部分存量土地需要提质改造成为城市公园等公共绿地，以解决城市生态基础设施和公共服务设施数量不足、品质不佳的问题，促进城市内涵式、绿色化发展。本案是该项工作推进中的优秀案例。其充分结合政策要求、城市发展需求与社会情绪价值诉求，选择城市匝道围合空间中的低效绿地，导入宠物游乐和居民休闲功能，形成一处“有人情味，更有萌宠温度”的口袋公园。

WMLA：In 2023, the Ministry of Natural Resources initiated a pilot program for the redevelopment of inefficient land in 15 provinces (municipalities) across China, gradually exploring and innovating policy implementation pathways for this work. As part of this, some existing land requires quality improvement and transformation into public green spaces like urban parks, addressing the issues of insufficient quantity and poor quality of urban ecological infrastructure and public service facilities, thereby promoting intensive and green urban development. This project is an excellent case within this ongoing effort. It fully integrates policy requirements, urban development needs, and societal emotional value demands, selecting an inefficient green space enclosed by urban ramps and introducing pet recreation and resident leisure functions, forming a pocket park that is “full of human touch and, more importantly, the warmth of pets.”

From Inefficient Ramp Green Space to Engaging Public Space

本案位于深圳市罗湖区泥岗东路匝道处，占地面积6000平方米，地块形状完整，原始植被情况良好。罗湖是深圳经济特区最早开发的城区，各类闲置资源有限，这样一块连续、平坦、植被错落的绿地，属于当下难能可贵的闲置绿地资源。由于闲置，场地植被丛生，没有大面积、规整开阔的用地。场地与车行道之间仅以缓坡作为分界，周围车辆通行噪音不断进入场地，不宜于改造成为适老化、低龄化公园。然而，将这些特征因势利导，则极利于以犬类为主的“毛孩子”开展活动和“社交”，“罗湖宠物友好主题乐园”项目因此诞生。

This project is located at the Nigang East Road ramp in Luohu District, Shenzhen, covering an area of 6,000 square meters. The site has a complete shape and good original vegetation conditions. Luohu is the earliest developed urban area of the Shenzhen Special Economic Zone, with limited idle resources. Such a continuous, flat, and vegetated green space is a particularly valuable idle green resource currently. Due to being unused, the site was overgrown with vegetation, lacking large, regular, open areas. The boundary between the site and the carriageway was only a gentle slope, with constant traffic noise entering the area, making it unsuitable for conversion into parks for the elderly or young children. However, leveraging these characteristics made it highly suitable for activities and “socialization” for “furry kids,” primarily dogs, leading to the birth of the “Luohu Pet-Friendly Theme Park” project.

近年来，宠物经济逐渐成为社会经济发展中的一个分支，人对宠物的需求趋近陪伴化、社会化，萌宠如同家人和朋友一般，给予照顾者情感支持和生活陪伴。许多传统公园与公共场所出于安全和卫生考虑，禁止宠物入内，道路遛狗又易产生排泄物污染、干扰行人等社会问题。宠物公园的设置，体现了社会的进步与包容，是城市人文精神的普及，也为公共空间赋予“松弛感”。

In recent years, the pet economy has gradually become a branch of socio-economic development. Human demand for pets is becoming more about companionship and socialization; pets, like family and friends, provide emotional support and life companionship to their caregivers. Many traditional parks and public places prohibit pets due to safety and hygiene concerns, while walking dogs on roads can easily lead to social problems like waste pollution and disturbing pedestrians. The establishment of pet parks reflects social progress and inclusiveness, the spread of urban humanistic spirit, and also adds a sense of “relaxation” to public spaces.

张豆豆从小在乐园中长大。这是一只年轻的、精力充沛的德国牧羊犬，基因决定了它好动、活泼，对户外活动的需求旺盛。张豆豆还有个姐姐叫卡拉咪，只要主人牵着它们的引绳往小区门口走，聪明的它们就知道要去公园，步伐激动地持续加速，恨不得牵着主人一路奔跑，这种幸福感是深圳城市建设过程中的“小确幸”。

Zhang Dou Dou grew up in this park. He is a young, energetic German Shepherd, whose genetics make him active, lively, and in great need of outdoor activities. Zhang Dou Dou also has an older sister named Ka La Mi. As soon as their owner leads them with the leash towards the neighborhood entrance, the clever dogs know they are going to the park, their steps excitedly accelerating, practically pulling their owner into a run all the way. This happiness is a simple joys within Shenzhen’s urban construction process.

Creating a Policy-Supported Pet Economy Cluster Space in Luohu

深圳是我国城市发展的排头兵，各类行业发展的先例，基本都可在此寻到踪迹。景田北宠物乐园是深圳首个社区级宠物公园，同样以几千平方米的场域提供萌宠服务，竟有效提升了片区的置业率与租房率，宠物经济的影响力可见一斑。2024年4月，罗湖区发布《罗湖区支持宠物经济集聚发展若干措施》，宠物经济正式成为区内生活服务业的细分领域之一。政策支持下，宠物旅游路线、宠物网红打卡点、宠物培训学校相继推出，宠物服务驿站、宠物报刊亭、宠物饮食摊点持续涌现。目前，罗湖区已有洪湖东社区公园、翠湖文体公园、淘金山绿道、东湖公园（已规划，待建）四个宠物友好公园，与片区内各大公园联动，整体形成罗湖区宠物社群友好平台。这类公园对推动宠物经济集聚，助力新兴产业发展起到不可或缺的作用，也是罗湖区城市服务业积极健康发展的有力体现。

Shenzhen is a pioneer in China’s urban development, where precedents for various industry developments can generally be found. Jingtian North Pet Park was Shenzhen’s first community-level pet park; similarly providing services for pets within a few thousand square meters, it effectively increased the area’s Property purchase and rental rates, demonstrating the influence of the pet economy. In April 2024, Luohu District released the ” Introducing Measures by Luohu District to Promote the Cluster Development of the Pet Economy ” formally establishing the pet economy as a segment within the district’s life service industries. Supported by policies, pet tourism routes, pet Instagrammable spot, and pet training schools have been successively introduced, while pet service stations, pet kiosks, and pet food stalls continue to emerge. Currently, Luohu District already has four pet-friendly parks – Honghu East Community Park, Cuihu Sports and Culture Park, Taojinshan Greenway, and Donghu Park (planned, pending construction) – linking with other major parks in the area to collectively form the Luohu District Pet Community Friendly Platform. Such parks play an indispensable role in promoting the agglomeration of the pet economy and aiding the development of emerging industries. They are also a strong reflection of the positive and healthy development of Luohu’s urban service industry.

Pets Promote Social Interaction and Urban Vitality

集聚产生交流。项目不仅是宠物群体的乐园，还为人与宠物自由互动，提供了丰富的户外空间，更为人与人之间减少距离感，创造轻松交流的可能性。在生活节奏忙碌，社会交往局限的今天，让一次遛宠成为一场休闲，抑或一次轻旅行，是乐园价值的最大化体现。

Gathering generates communication. The project is not only a paradise for pets but also provides ample outdoor space for free interaction between people and pets, further creating possibilities for reducing distance and facilitating relaxed communication between people. In today’s busy life rhythms and limited social interactions, turning a pet-walking trip into a leisure activity or a light travel experience maximizes the park’s value.

Generating Scene Advantages Through Comprehensive Supporting Services

以项目场地为例，所在片区历年累计登记犬只约一万只，场地周边2公里范围内已有16家宠物店和4家连锁宠物医院，为片区宠物提供医疗和健康服务。项目作为宠物活动与交流聚集地，链接宠物医院、宠物寄养、宠物用品商店中的优秀资源，共同形成宠物经济产业链条上的重要一环–场景经济。同时，作为城市宠物信息宣传和发布的窗口，宠物乐园可向市民宣贯养宠规范，组织宠物互助、宠物社区等活动，开展军犬、导盲犬形象展示活动和其他类型的公益活动，有效落实城市和区域政策。

Taking the project site as an example, the surrounding area has cumulatively registered approximately 10,000 dogs over the years. Within a 2-kilometer radius of the site, there are already 16 pet stores and 4 chain pet hospitals, providing medical and health services for the area’s pets. As a gathering place for pet activities and communications, the project links excellent resources from pet hospitals, pet boarding facilities, and pet supply stores, collectively forming a crucial link in the pet economy industry chain–scene economy. Simultaneously, as a window for urban pet information promotion and release, the pet park can promote pet ownership regulations to citizens, organize pet mutual aid and community activities, conduct image display activities for military dogs, guide dogs, and other types of public welfare activities, effectively implementing city and regional policies.

公园集合了不同体型的宠物体能训练、散步、社交、游戏、清洁等主要功能区，也充分考虑了主人落座休息与自由活动的需求。功能的重点，是对萌宠主人、行人与萌宠的动线进行有效落地，以合理间隔组织车行与人行流线，确保大小型萌宠都拥有相对独立的活动空间，以及快速行进、游玩及训练的动线。通过边界围栏、双层门入口、宠物训练器械、通透草坡和环路等设计，实现以“好设计”盘活“小区域”，以“小萌宠”带动“大经济”的目标。乐园内设置散热消防栓和冲洗区，即使是炽热夏季，萌宠们也可体验户外专属的清凉。独立的饮水区安全卫生，集便装置便利且环保，实现主人的无忧出行。

The park integrates main functional areas for pets of different sizes, including physical training, walking, socializing, playing, and cleaning, while also fully considering the owners’ needs for seating rest and free movement. The functional focus is on effectively implementing the circulation paths for pet owners, pedestrians, and pets. And the goal is achieved by a clear segregation of vehicular and pedestrian traffic flows, ensuring that pets of all sizes have relatively independent activity spaces, as well as paths for fast movement, play, and training. Through designs like boundary fencing, double-gate entrances, pet training equipment, open grassy slopes, and loop paths, the goal of revitalizing a “small area” with “good design” and driving the “big economy” with “small pets” is achieved. The park is equipped with cooling fire hydrants and washing areas, allowing pets to experience exclusive outdoor coolness even in the hot summer. Independent drinking water areas are safe and hygienic, and waste collection facilities are convenient and environmentally friendly, enabling worry-free outings for owners.

项目重视公园的公益属性，通过立牌、宠物IP形象、活动宣传等引导养宠人保护环境，切实落实罗湖区“共同营造友好、和谐、文明的养宠环境”的政策要求。

The project emphasizes the park’s public welfare nature, using signage, pet IP images, and activity promotions to guide pet owners in protecting the environment, effectively implementing Luohu District’s policy requirement to “jointly create a friendly, harmonious, and civilized pet-raising environment.”

宠物的色彩感知

Pets’ Color Perception

在色彩感知方面，毛孩子与人类有较大不同，但对一些色彩则有相近之处，例如橙色系在它们眼中是赭石色，蓝紫色系是不同深度的蓝紫色。乐园中的雕塑、插画式壁画和其他美学装置不仅供人类欣赏，更为尊重毛孩子们的兴趣，为它们营造一处温馨的美学世界。

In terms of color perception, furry kids are quite different from humans, but share similarities for some colors; for example, orange hues appear as ochre to them, and blue-purple hues appear as different shades of blue-purple. The sculptures, illustrative murals, and other aesthetic installations in the park are not only for human appreciation but also, more importantly, respect the interests of our furry kids, creating a warm aesthetic world for them.

项目团队秉承尊重自然的设计理念，保留场地原始林冠与茂密地被，见缝插针式形成各个功能分区。公园与周边社区通过涵洞相连，便于步行或骑行到达，入口广场区设置非机动车停车区，鼓励主人与宠物的低碳出行。

The project team adhered to a design philosophy of respecting nature, preserving the site’s original tree canopy and dense ground cover, and forming various functional zones in an “insert-into-gaps” manner. The park is connected to surrounding communities by underpasses, which facilitates arrival on foot or by bicycle. The entrance plaza area has a non-motorized vehicle parking zone, encouraging low-carbon travel for owners and pets.

城市的人情味体现在“平衡”两字之中。于人，在衣食住行之外满足游购娱的需求，于萌宠，有一方栖身之所之余，自由嬉戏是它们的大大心愿。宠物是人类生活中同样富有温情的“家人”和“朋友”，其陪伴起到的治愈效应不可小觑。照护与服务宠物既是人文体现，又是社会经济发展的必然，城市公园以其多元化的自然与人文优势，利于成为宠物经济场景的良好载体，推动营建品质城市，提升人民幸福感与获得感。

The human touch of a city lies in the wisdom of balance. For people, it’s about meeting needs beyond basic necessities (food, clothing, shelter, transportation) ,like leisure, shopping, and entertainment. For pets, beyond having a place to live, free play is their great wish. Pets are equally warm “family members” and “friends” in human life, and the healing effect of their companionship should not be underestimated. Caring for and serving pets is both a reflection of humanism and an inevitability of socio-economic development. Urban parks, with their diverse natural and humanistic advantages, are conducive to becoming excellent carriers for pet economy scenes, promoting the construction of a quality city, and enhancing people’s sense of happiness and gain.
